Press release on the results of the continuation of the 4th session of the 5th mandate of the Senate

The continued 4th Session of the 5th Mandate of the Senate was held on 24 October 2025, presided over by Samdech Akka Moha Sena Padei Techo Hun Sen, President of the Senate, with 55 members in attendance. Before the session, the Senate President marked the 34th anniversary of the Paris Peace Accords and asserted that the Cambodian-Thai border issue has progressed beyond the Accords, with a settlement agreement due to be signed on 26 October 2025. The session then proceeded to review and approve five draft laws, which had been previously approved by the National Assembly. 

All five legislative agendas were unanimously approved by 55 votes, including:

  1. The Agreement on the ASEAN Food Safety Regulatory Framework, aimed at ensuring consumer health and facilitating trade in safe food products within the region.
  2. The Protocol to Amend the ASEAN Agreement on the Movement of Natural Persons (MNP) updates commitment schedules to facilitate the temporary flow of skilled professionals and business visitors.
  3. The First Protocol to Amend the ASEAN-Hong Kong, China Free Trade Agreement, which revises the Rules of Origin to enhance transparency for traders.
  4. The Second Protocol to Amend the ASEAN-Australia-New Zealand Free Trade Area, intended to upgrade the agreement, expand economic opportunities, and attract greater foreign direct investment.
  5. The Convention on the Establishment of an International Organization for Mediation, supports the peaceful settlement of international disputes and provides a flexible, non-judicial mechanism for resolving commercial and investment conflicts.
